formats the partition (or file)

file system,
populates it with files from

prototype file

and installs the configuration in
.IR fossil.conf .

Simply declaring
.LR "fsys main config"
in
.I fossil.conf
takes the device name from
.L "fossil -f"
and avoids wiring it into the configuration.
